Dave is a dedicated futurist and veteran of the high-tech industry, with over 20 years of experience leading teams in the creation, development and operations of advanced systems and networks. Mr. Payne provides management, development, and technical leadership services to projects and enterprises in the satellite, networking, transportation, and consumer electronics sectors.
Dave is CEO of HALO Inc which has developed a new product that enables customers to find lost or misplaced items using RFIDs. HALO’s very strong patent portfolio and the assembled team plan to address the legal and business world document location markets followed by home and post retail applications.
Dave also serves as the the Chief Executive Officer for SkyVault, where he is charged with realizing the enterprise’s vision of providing standardized ultra-secure managed distribution of digital content and associated rights to everyone, everywhere . SkyVault’s first offering is GameVault TM which provides wireless automatic delivery of the latest video games to advanced game consoles such as PlayStation 2 and Xbox. SkyVault will spawn other companies to address other markets using their patents pending RainBarrel TM delivery with UltraSecure SM content protection.
Dave was the Director of National Security Programs for OPNET Technologies, Inc, providing advanced networking solutions to the Nation’s intelligence, missile defense and space communities. OPNET is the pioneer and leading provider of Intelligent Network Management Software, which combines live operational information with modeling technology to automate troubleshooting and create real time simulations. OPNET’s technologies are used by nearly 3000 clients ranging from Enterprise , Manufacturing, Service Provider, Research & Development, and Government/Military markets.
Recently, Dave was the Chief Operating Officer for Onvantage Inc., where he was responsible for business and network operations, sales and marketing, and technology development. Through their strategic partnership with AT&T and Hewlett Packard, Onvantage provides internet access and software services to Fortune 1000 businesses.
Mr. Payne was also the Chief Architect for Lockheed Martin Commercial Space Systems responsible for developing the next generation products and services for future telecommunications and space markets. Additionally, he served as Director of New Ventures and developed investment and industrial alliances with Mobile Satellite Service Providers.
He was responsible for developing the industrial infrastructure and global alliances to implement the $15 billion Bill Gates and Craig McCaw backed Teledesic "Internet in the Sky" system. Dave managed programs, led technology development efforts, and developed strategic partnerships with major Asian and European Aerospace companies, and with major prime contractors such as Boeing, Lockheed Martin, and Motorola, and with the global space faring community at large.
Dave also served in various System Engineering, Business Development and Program Management roles during his many years with TRW, ranging from global network system integration to advanced technology application in the space and transportation sectors. Dave was TRW’s representative to the Chief Scientist of Space Command during Operation Desert Storm, supporting early warning of scud launches to Allied Patriot Anti Missile defense systems. Dave also managed TRW’s Spacecraft Technology Line of Business.
Dave is a graduate of UCLA with a Bachelor of Science in System Engineering and Economics. He is married with four children and lives in Morgan Hill , California , where he enjoys home remodeling, playing jazz piano, golfing, and coaching youth soccer.
